Problem with Speedstep

Recently my T30 starts to work always at maximum processor speed.
I don't know exactly what causes this, none third-party program, no viruses, about 1-2% load at idle - but it heats as if I playing games hard.

Of course, I've tried all combination of bios and windows settings - it has no effect.
Now everything in speed adjustment I set to "automatic" - no matter, it almost always has fan turned on.

Ok, only workaround I found is a SpeedswitchXP. When first started, it shows that my settings is "max performance" - altough Windows tells it's "automatic".
After changing to "dynamic switching" CPU starts lowering speed as it have to. Except the lower limit in idle state now 1,2Ghz only - before I saw about 700-800Mhz.
But in "my computer" properties it always see maximum speed - 1,6.
And cooling isn't so effective, as it was before this problem starts.

Btw, which program can help me to manage CPU speed/voltage on my t30? If it's possible, of course..

RMClock, CHC, CrystalCPUID won't do much on this laptop. :roll:
