when i plug it into the pcmcia port and plug in my external hard drive into that, it still says that im not getting the 2.0 usb. i should be getting it right? what am i doing wrong?

I advice you to check your "device manager" under "system" in "control panel" If the driver is on the list, maybe the device is not working properly.
But I suppose you should install the driver first, as PCMCIA is not always "plug-n-play".
Some more information abou the system and O/S you are using could be relevant as well...
