I have a docking station for a T30. Is the USB port on it USB 2.0 ?

My Thinkpad MiniDock (forget the part number) has a USB 2.0 Hub but will not replicate it if your computer is not natively USB 2.0.

So my impression is that it will only give you 2.0 if the T30 has 2.0 itself.

Check the Thinkwiki for your item in question just to make sure.

Pretty much all the IBM docks treat the USB as a pass-through of whatever is on the machine. On the 2631 dock that the T30 uses, there is a PCI slot that I use to put a USB 2.0 card into so I can connect those devices that can use the faster throughput.
