..and here is my problem:

IBM T23

The problem occures only in battery use, so the display starts to flicker, than the Laptop reboots, sometimes it shuts off. I can't turn it on or off, so I have to take out the batteries. The same with an external monitor...so I guess it's not a matter of the display or grafic board.
Sometime fan error, sometime fan in pumping....
so my question is: What ist wrong, what is the reason for this ?
I read something about the 2 inductors on the mainboard...pls help!

This isn't the first time I've heard of this. There are really only four possibilities:

#1-Bad Battery
Sounds like your case. The battery isn't putting out the right voltage or current, and it can't properly power the LCD. I'd try another battery if you can get ahold of one that is known to be working, but it also could be that the motherboard kills them because it is shorted out (or some similar problem)

#2-Bad motherboard
This is the most likely, and the worst. Really, if you find this is the problem, it usually has to be replaced and repairing is not reasonable. If you can, and you feel comfortable taking your laptop apart, I'd check for visible scratches or disconnected leads (especially around the battery and AC connector areas)

#3-Bad inverter
Your inverter is a small piece of electronics, usually located inside and directly underneath the LCD. I've seen there go for as little as $20 on ebay, but I doubt it is the problem.

#4-Bad configuration
There is a possibility that it is a problem in the OS (I'm going to assume you are running XP). This is easy to check. Boot the computer into the bios (F1 on startup if I remember right) and try to run it off battery. If it has the same problem, you can rule this one out. If it doesn't have a problem after a couple tries, this could very well be the case. You should then try disabling "graphic device power management" through Maximaster.
