T30 freezes on BIOS splash screen, keyboard doesn't work

I have a T30 which had a dead motherboard. (2366-81A)
I bought a replacement motherboard from ebay (apparent known good and tested) and fitted it. When I powered it up, it freezes on the BIOS splash screen and no keys other than the power button works. I reseated the keyboard and even tried the keyboard from my R32, but no change. There are no beeps, I cannot enter BIOS or press a key to continue. If I leave it to boot from any device, it sits there forever. Seller says I must have done something wrong, but I'm pretty sure I reassembled it correctly.

Anyone have any ideas?

Depending on the original mobo and the replacement: if the mobos are identical, you could have a duff 'new' board.
If the original had the security chip and the replacement is not supposed to have one, but you put it in anyway, that could be the cause (or vice versa).
That sec-chip sits on a very small board of its own and 'plugs in' at the bottom of the mobo on the thin 'strip' that sticks out along the VGA and parallel ports..

really? is there some protectional information stored on the hard drive to prevent "tampering" of this sort? or how does this work?

I don't know the technical side of it, but this happened to my T30.
It needed a new mobo 91P7212 with sec-chip, but as I could not find the exact model, I got a 91P7211 without sec-chip.
As that seemed to be the only difference, I transferred the chip from my old to the 'new' board, and found out it would not start. Only after removal did everything work.

EDIT: you can switch the Security Chip on/off in your BIOS.

I am guessing that this a motherboard removal job to check the presence or lack of presence of the chip? I don't remember swapping any chips over, other than the modem board. I don't see any chips on the old board. I've attached pic of bottom of the old, dead motherboard, which suspiciously already had a used motherboard sticker and some strange looking soldering with yellow wire at the top right of the board. Whereabouts would this chip live?

Would this chip be able to cause the problem of locking out the whole system apart from the power switch?

Your mobo does not have one. It would be (on your pic) at the top left, near where you see a brown square.
