You can read the CPU temp by installing a utility program called MobileMeter. It also displays the HDD temp, the CPU frequency and the battery charge/discharge rate. You can download it here.
I bought my Artic Silver 5 from a local Radio Shack store. They normally stock it. You can also buy it online from many stores.
I bought my T22 heatsink/fan assembly off eBay for $4.25 plus shipping.

Ok, I went to radioshack and got some thermal heat sink paste, and cleaned the fan and processor off and put it all back together, I think this is the longest its stayed on since I put the new processor in, the old paste wasnt dried up, It felt and looked just like the new paste but I guess it wasnt making good contact. I've been on for about an hour and the ECU temp is 54 deg, I didnt d/l mobile-meter untill I put the new paste on, though the fan would kick on everytime right before it would lock up....the fan kicked on at 74 and goes back off at 68 deg.

Glad to hear it seems to be working for you
In my experience, the frequency shift is not normal. The only time my CPU drops in speed to 700MHz is when I am running on battery only, with the a/c power adapter disconnected.
You need to check your BIOS settings and if you have the IBM ThinkPad Configuration utility installed, check the Power Management options. That will typically bring up the WinXP Power Options Properties.
Certain power options will cause the speedstep function of the processor to downshift the speed to 700MHz.

How do I know if I have the thinkpad config utilty installed, Bios shows 1000MgHz, but windows properties shows 696 mghz sometimes and 998 sometimes, but the freq, steps up and down (700mhz or 1ghz) even with A/C adapter pluged in. I found PC doc on 3 disk from this forum but when I open it, it pulls msdos up and says enter drive compatable with 1.44" drive.
Click on Windows Start button then look under the Programs. My utilities were installed in a default folder called Access IBM.
The BIOS display is the rated speed of the CPU, not the actual speed it is running.
It sounds like you don't have a floppy drive to run PC Doctor. If that's true and you can burn a CD, Ray hosts an image file (link below). Just download the file and use whatever CD burning software you have on your PC to burn the image to a CD. It creates a bootable CD and loads PC Doctor from there. It will run on any of the T2x series ThinkPads.

Ok, I burnt the program to a CD... When the sceen pops up I hit f12.. and sellected boot from cd-rom, but it went straight on and booted windows. What am I doing wrong?

On my T21, I've gone into the BIOS and changed the boot device sequence to floppy first, CD second and hard disk third. That way, I don't have to hit any function keys. As long as I have a CD in the drive, it will boot before the hard disk.
If that still doesn't work, try booting the CD in a different PC. I've booted mine in my desktop PC. Of course, it boots DOS and starts to load the diagnostics, but fails with an error message that it is the wrong system type. But at least I know the CD is good and I can boot DOS from it.
You need to install the Access IBM programs that you downloaded. The Battery MaxiMiser utility should be one of them.
On the Windows Task Bar at the bottom of the screen next to the System Tray - do you have a symbol of a battery (should be green) with a percentage number displayed in it? That's the Battery MaxiMiser Guage, if the program is installed.

OK I am about to sound like a retard...... I purchased this labtop to attept to upgrade my A22m Thinkpad 20gig hd , win98... well it was susposed to be in none working condition, well it only needed a Cmos battery .. not bad for 25$, well It booted up with a new cmos battery and came up to the XP it had a 30gig drive and seem to be in much better shape than my A22m so I sold it after switching the processor, (which I found out I didnt do very good) and I d/l all the latest T21 software, then I loaded it... well I though I did, I didnt know you had to goto c:/drivers/win and run each program until you told me what the programs are susposed to look like... LOL now I am running 1.00Ghz at 51- 70 deg (with a T22 fan on the way) my DVD burner is working now, if I unpluged before I was lucky to get ~45 minutes, I am sure it will be much longer now, and my processor isnt switching back and forth all the time.. drops to 700mhz and the screen dimms (level 3) if I unplug.
I noticed one of the programs I D/L was a WiFi R54G monitor... does that mean there is a mini PCI WiFi card advailable for the T21?

Hey, well done! Sounds like you got your problems resolved
Unplugging the a/c adapter is supposed to do exactly as you described - lower the screen brightness and drop the CPU speed to 700MHz. That's what mine does.
One of the programs that should have been installed under Access IBM | ThinkVantage is System Update. With it loaded, you can now check for system updates periodically. You won't have to go to the IBM (Lenovo) web site and manually search for updates any more. Lenovo doesn't release many updates for these older, discontinued TPs, but I still run the System Update every couple of months or so, just to see what may be new.
As far as the mini-PCI wireless card - I don't have one in my T21. Mine has a combo modem/Ethernet card installed. I use a Netgear a/b/g card plugged into the PC Card slot (PCMCIA) for wireless connections. There are many topics on this forum discussing the subject if you use the search function. The biggest problem is pulling apart the laptop to install an internal antenna, plus if you install a wireless mini-PCI card, you have to take out the card that is currently installed. Depending on your system configuration, it could be a modem card or a combo modem/wired LAN (Ethernet) card.
