If you remove the RAM memory from a T21, (2647 4AU) and then press the power button, what should happen?
On the machine that I am troubleshooting I get 2 series of 3 beeps, followed by a single beep, the power light comes on, fan comes on and the screen remains blank.
I am wondering if this is normal behavior for "no RAM" and "bad RAM" as the machine does the same thing periodically with the RAM installed.

To quickly answer your question, yes, all you should get is the 3-3-1 or 1-3-3-1 beep sequence. There may be a quick, single beep, followed by two sets of three, then a single beep. The fan should spin but nothing will be on the display (no graphics/text or backlight). The power LED will light up and you may even hear the disk drive spin up and the optical drive start seeking, but that's it.
Having "bad" RAM will also cause the same beep sequence. For more information about your system, download a copy of the T2x Hardware Maintenance Manual from here: T2x HMM
You can also get a copy of PC Doctor diagnostics from here: T20/T21 PC Doctor for DOS T2x (diskettes)
or here: .ISO file of PC Doctor for DOS T2x (CD)
