Hello,
I have a problem with my IBM T23 laptop. I've experienced a faulty MAX 1718 chip (according to symptomps), so whole notebook has been disassembled in orded to resolder it. But soldering never took place, because it won't boot at all after disasembly! I've checked every connection, cleaned connectors - no help. It doesn't react for anything - battery (was full last time), power supply - not even a blink from single led, nothing! Friend of mine tried to find something by measuring voltages, but without luck. He found only ~16V on some chips from power supply when plugged in, but nothing even around 5V. So, as for now we need service manual with voltage listings. Is there any chance to get to something like that? Any help would be appreciated. Thanks in advance, and sorry for my bad english - it's not my native language.

Service manual or system schematics for Thinkpads are not publicly available. As far as I know the factory has never given official permission to distribute them. Given that you are trying to get a T23 working again, the one thing I can suggest is to look at some of the inductors on the motherboard:

There's two in the middle photo that are on the bottom side of the motherboard, opposite the PCMCIA area. The one on the right side of the photos is located on top of the motherboard, just above the CPU socket. Since you or your friend are measuring 16V when the AC adapter is plugged in, then the DC power jack and main fuse is working correctly.
