T20 slow CPU speed on AC without battery?

Hi, I have a T20 2647-44G which has a 700MHz CPU. I don't know if it's by design, but it boots with 550MHz unless both AC and a battery are connected - this is regardless to what settings I have for performance.
The problem is, I don't want to have the battery connected to the laptop at all, I want to use the power adapter only. Is that possible while still getting 700MHz?

Some more info: I'm running Windows 2000 Pro SP4 and have the latest BIOS version (1.22).
If I boot with a battery+AC and then (in Windows) remove the battery, laptop retains the 700MHz, but it's too much hassle...
In Windows SpeedStep is reported as disabled.
Here are my relevant BIOS settings (I have also tried with BIOS defaults):

Welcome to the Forum.
To operate at full speed, your T20 needs both AC and battery present, there are no settings to change that.
Even a crappy old battery is good enough to keep your CPU working at full speed.

This is really bad news, as I simply cannot keep the battery attached (weight issue, don't ask...). I'll have to take the battery out after every boot :(

If anybody can think of a way around this limitation, I'm all ears. I'll try anything - patched BIOS etc.
