Hanging checking status of the security chip CSS TPM errors

A few days a ago my computer was running really slowly so I decided to do a restart. It look over ten minutes, then I got this message.

There was a problem connecting to a critical service. It is possible that anti-virus or firewall software is blocking the connection. Also check to make sure that the TPM device driver is installed and enabled.

When I get to the fingerprint screen the reader is not working and I now need to sign in with my password. Once logged on things are slightly off on my desktop . The blue tool bar at the bottom of the screen is now a greyish white an no longer displays the icons for wireless, battery level etc. When I open a window the back ground is also a different color than it previously was.

I did some reading about people having similar problems and tried to uninstall the Client Security Solution, but got an error message that "The Windows Installer could not be accessed".

I called Lenovo and they said it sounds like I need a new system board. I wanted to get the opinions of the experts on this forum before doing that.

I also cannot get online. There are no connections under network connections. I also just ran services.msc and just about everything is disabled which has me really confused. There are also no drivers listed under device drivers in the control panel.

I would do a thorough malware check.
If your lappie is still running, install and run AntiMalwarebytes from http://www.malwarebytes.org/
Make sure to run a definition-update before you start.
Your machine could be hijacked by a bot...

I would boot into the BIOS and go to security tab and turn the security chip off. Then I would boot to windows and see if that improved things. If it does, restart and go back into the bios and turn the chip back on. You would lose some security settings, but you would lose a lot less than you would if you replaced the MB.

Ran a full scan found nothing

Went in to services.msc and everything was disabled how could that happen?
