Dead T61 - no output on MAX1700

I've got dead T61 15.4" nVidia NVS140m motherboard here. There's no reaction at all, no LEDs, nothing. After some measurements, I think the problem is somewhere around MAX17003ETJ chip - it has good VINT20 on pin 21, VCC3M_ON and VCC5M_ON, but there is no output, just 5V on BST5 and 4.6V on BST3 (that's about half of a voltage that i measured on a new motherboard on those pins). I thought whole MAX1700 is bad, so i changed it with known good one, but the problem is still the same, no 5V/3V output... Does anybody know what could be wrong?

Please don't tell me to go and buy new motherboard or something like that - it's not about repairing this laptop, I already bought new MB for it. I'm just curious what's wrong with the broken one and I want to repair it, it's simply a "mind-teaser" for me:)

I was gonna offer to send you a donor to use for parts, until I realized where your located. I know the cost to ship would be far more then a dead board is worth, but good luck.
