T60 (2007-YM3) Help Center problem

I recently purchased a pre-owned T60 2007-YM3 Windows XP Pro SP3. The ThinkVantage button wasn't working so I was able to locate and install enough things to get that working. The one thing that I can't get working is ThinkVantage Productivity Center>Help and Support>Learn about my computer>Use system features. When I click on Use system features, there's nothing under it. The other selections on the Help Center page work (Configure,Protect & recover, Download & upgrade, Stay current, System information).

I have another similar T60 (2007-C44) and that has a bunch of things listed under Use system features that bring up different views of the computer identifying the different ports and keys. I'm able to locate the .chm files for these pages and view them from Windows Explorer, but they just aren't linked up properly with the Productivity Center.

Can anybody provide some guidance on how I can get this straightened out?
