T60p:

Win 7 Ultimate 32bit.
CPU (T7200): 5.0
RAM (3GB DDR2): 5.0 (tried with 4GB, still 5.0)
Graphics (V5200): 4.4
Gaming Graphics (V5200): 4.4
Primary HDD (Hitachi 5400 rpm 160 GB): 5.2

I guess better drivers would up the graphics performance significantly but current ones work also well enough.

T60 (1951-A47):

Win 7 Ultimate 32bit.
CPU (T7200): 3.5
RAM (2GB DDR2): 4.5
Graphics (GMA950): 3.3
Gaming Graphics (GMA950): 3.2
Primary HDD: 4.8

My CPU PR index is low compared to T60p above with same CPU. Could it be antivirus or some other software or do you have other views? I used Maximum Performance setting from Power Manager. Does the BIOS performance settings over rule Power Manager settings? Odd. Not a problem however.. ..I run linux 99% of time
600E (P3-850Mhz), 3*T60 (3*T7200), T400 (8600Mhz/8GB/SSD120GB), T420 (4180-CA3 with Samsung 850 mSATA 250GB)

Risto, check that you have either maximum performance or adaptive switched in the bios.

After tuning the BIOS settings and closing the WLAN from front switch:

Processor Intel(R) Core(TM)2 CPU T7200 @ 2.00GHz: 4,7
Memory (RAM) 2,00 GB 4,7
Graphics Mobile Intel(R) 945 Express Chipset Family 3,3
Gaming graphics 256 MB Total available graphics memory 3,2
Primary hard disk 4,8

I was not able to close down the antivirus. Maybe closing that would have scored even closer to 5 on CPU. (EDIT: closing the antivirus did not help) I may need to study how much the WLAN (from Atheros) takes CPU resources. (EDIT: not WLAN issue). I also crashed the computer once when battery was charging and T60 was heavily heating. Could be that I would need to tighten the CPU screws. I'm using 10 years old Artic Silver but I guess it is almost as good as the new ones.

When I ran the WEI test, wireless was turned on. But I don't use antivirus, so that may affecting your results.

The WEI basescore for my T60 is 3.9:

Windows 7 Home Premium

Processor: T7200 (5.0)
RAM: 3gb Kingston Hyper-X (5.0)
Graphics: ATI Mobility Radeon X1400 (4.7)
Gaming Graphics: 1407 MB Total available graphics memory (3.9)
Hard Disk: Intel 80GB SSD (7.2)

Since I'm not a gamer the low score in that area is of little practical concern.

the WEI score of W7 is probably the most useless score from a benchmark software I've ever seen. Just saying ...
