Update: Battery/charging Causes Flashing display on T60?

Got the latest eBay pig in to rebuild for my classroom and it boots fine but the display flashes repeatedly. Every screw head is showing on the bezel so I figure the previous owner made some attempt to fix.
Made sure all the cables were secure, blew the dust out and reconnected the kyb just to see. Perfect.
Okay, put it all back together and put the battery back in and back to flashing. Battery out, no. Battery in, yes. Another verified good battery - boots with a very dim display. Put the offending battery in another T60 - it wouldn't boot at all off the battery so I guess it is bad. With it in another T60 plugged in, the battery icon flashes like mad. So I guess the battery is bad.
But the deal with the dim display off a good battery? Am I looking at a flaw in the charging system??? Is this a MB deal or a replaceable smaller part?
Also none of the LEDs light up - not the ones on the lid or on the bezel
gotta fish or cut bait soon on this - parts or fix, so I appreciate any insight
