What's the difference between t7200 and t7600 in T60 Laptops

Is it just processor speed, or is there a difference in the RAM speed? I've never been a big fan of processor speed since the laptop never usually runs at max cpu, but fast ram is always important to me....

CPU clock speed is the only difference.

Agreed, they are all built on the core2 Merom die running at 667mhz FSB speed. The only huge difference you'll see between these chips is in the price. The T7200, T7400 and T7600 pulled from fully working laptops sell for about $40, $75 and $90.
Ironically, a T7300 is superior to the T7200 with a faster FSB speed and I have about 20 of them and would be glad to sell the whole lot @ $5 each... unfortunately they won't work in a laptop designed for those chips. 2.0-2.3ghz is considered high end on a T60 line and similar systems, but this speed is considered low-end on the T61 series where the "sweet spot" (price vs performance) is in the 2.4 and 2.5ghz chips.

I'm still sweet on the t60, just because I understand the failure rate on those are less than on the t61.

I currently have all three running in different machines throughout the house...one T7200, two 7400s and a 7600.
The "real life" difference in performance is minimal and downright invisible in daily use. On the machines of this era, CPU is rarely the bottleneck. The Chinese Walls of 3GB usable RAM and SATA I speeds are.
