Sometimes keys can be swapped from one model to another if the keyboard has the same manufacturer, so it wouldn't hurt to carefully pop off a couple keys and have a look, but you can't use the entire keyboard.
One of our members found a nice set of hebrew key decals that was very cheap, that might be your best option.
Good Luck

If you search ebay for 'thinkpad hebrew' the first result is for a T61 Hebrew keyboard. US$25. The seller is located in Haifa, but doesn't ship to the Middle East. If you can't find any other way, maybe you could ask if could do local pickup. 83 km each way. Otherwise, the next result is US$55 with shipping to Herzliya.
Also, as TuuS said, pull off a keycap from each keyboard and compare the switch type. On the T61, blue domes mean the keyboard is made by NMB; switches in the shape of a forward slash are made by Alps; and switches in the shape of a backslash are made by Chicony. On the T40 series, the Chiconys had switches in the shape of a backslash, and NMBs still had the blue domes. You could swap a few of the keys if the manufacturers are the same, but don't expect to get every key.

US $55 is probably more than it would cost to buy it new from IBM here in Israel.
I am pretty sure that I checked about compatibility of NMB caps between T4x and T6x and it's a no go. Never checked other brands.
