Have you tried connecting an external monitor to see what things look like there?
What OS are you using? Have you tried booting a LiveCD to see what happens with a different OS?
There is more trouble shooting that can be done, but let's start with the above and go from there.

Have you tried hooking up an external monitor?
Sounds like a bad LCD to me...

knowing what kind of laptop would help too, but if you need a screen, I might be able to help, or perhaps one of our other sellers. You'll find we have a good selection of parts between us.

Your problem may well be caused by the LCD panel, but I wouldn't totally rule out the nVIDIA GPU. Most of them have a manufacturing defect that is starting to show up in various ways. It is entirely possible for the digital part of the chip to fail and the analog (VGA) output to an external monitor to continue to work fine.
Would it be possible for you to post a link to a picture or two of the screen, so we can see exactly what it looks like?

If it's a T61p then it has the sxga+ screen. I don't have one in mint condition, but might have something close.
As for the GPU, the FX570m used in the T61p rarely fails with graphic issues, the nvs140m when it fails sometimes does have graphic issues, but never seen one that only effected the bottom of the screen, they are always random, so I doubt this is gpu related, but before you buy a screen, check the cable in the back of the lcd, make sure it's firmly plugged into the screen.
