My new battery is Poor

My new battery doesn't work for full capacity (half capacity only).
Maybe it has bugs in firmware?
My laptop is Lenovo T61. I ran the battery gauge reset many times.
Nothing helped.
Battery details:
Full charge capacity: 38.23 Wh (??? why ??? -> 71.28 Wh is full charge)
Cycle count: 25 (was 5 at the first)
Manufacturer name: LGC
Manufacture Date: 2013-03-19
First Use Date: 2010-06 (??? why ??? -> 2013 now)
