t60 slow when unplugged (win7)

I have a T-60's (2007-4cu) and maybe i'm missing something but for some reason when i unplugged the power adapter the computer runs at a craw. I have the bios set to maximum performance plugged and unplugged and the windows 7 plan setting at maximum performance. I checked the forum but cant find anything. What am i missing here? Thank you for any and all help.

Google, download, install and run CPUZ. CPUZ will report in real time the CPUZ speed amongst providing some other useful info. See if it's throttling the CPU speed as it should. Also monitor the CPU speeds under various conditions such as battery only, battery + AC, and AC only.

Thank you for the speedy reply. But lets say everything comes back normal from putting a load on the CPU and is show speedstep is working. What would be the next thing to look at. Is this normal for t60's to move and a 1/4 of the speed when everything is set to run at full speed. Moving windows across the screen is in slow motion when its unplugged.

For simple tasks like moving windows or web browsing, no it's not normal.
As for the problem it might be a whole bunch of things. Without know more than the minimum info that you provided, let's start with something simple first. As per my previous question, it's doing this with battery only? AC only? AC + battery too? Check your BIOS setting? After that download HWMonitor and see what type of CPU temps you are hitting. Maybe just maybe the thermal interface material (TIM) is getting old and the heatsink fan needs cleaning and new TIM applied.
If above checks out I would suspect it's a software issue and not hardware. Download and burn a live Linux Distro (Linux Mint is a good one) and run it. On the Linux Live distro is it doing the same thing? If yes, it's most likely hardware. If no then it's software. If software reloading the OS would be what I would do.

I figured it out.
Under Power Options in the Control panel i went to advanced settings and the last setting ATI Graphics Power Settings the On Battery was set to Maximum Battery Life and not on Maximum Performance. As soon as i switched it to Max everything is running as it should.

Glad you found the problem. I suspected it was a software setting somewhere.
