I've got TPFC properly configured and at fan speed 1, the rpm is at about 3000 rpm.
Is it possible to lower the speed even more? Down to 2500 or even 2000 would be nice.

The short answer is no. But if you're into seriously hacking the system BIOS and embedded controller firmware, you will want to have a look at this thread: http://forum.thinkpads.com/viewtopic.php?f=29&t=101788
If not, you may still want to read the thread for the option to replace your fan with a 500-series fan which reportedly is more pleasing at 3000rpm.
