I have been buying used t60's for the family and myself over the last years. But when looking at a particular laptop, I have only been able to evaluate the usage of the hardware by external signs of use, shiny touchpad, worn keyboard, cracked palmrest and so on.
To my opinion it would be nice to have an accumulated statistics of the actual usage of the hardware, basically how many hours has it been powered up, number of startup/shutdown cycles, number of cpu-cycles, HDD usage...........
Much the same as an odometer on a car - or the lenovo battery manager for the battery usage.
Is there anywhere within the T60 (or within Windows) where such information is stored?

No.
The only laptops that show power-on hours are Panasonics, and that's as good as it gets. All the other stuff that you're interested in is not accessible, apart from hard drive info.

That's actually a pretty smart idea. Like an odometer but for electronics. If only it was implemented on all computers. I'm sure there would be certain brands and models that would even have a greater legacy than before.
