T7200 and throttling/undervolting

I've just installed a t7200 into my t60.
Gains are marginal, but for $10 what the heck.
The biggest issue I was having was high heat when I first installed.
That's fixed, but it does noticeably idles a couple of degrees warmer.
I'm not interested in raw cpu power, I'm more interested in throughput that the increased 4mb of L2 cache that the CPU offers.
I've undervolted as much as I can, and I know that undervolting doesn't really interfere with the operations of the CPU.
What I'd like to know is if throttling the cpu affects the L2 cache in any way.
There is a tiny bit more snappiness to the system, that's nice, but I'm wondering if throttling the cpu has any effect on the cache?
