Out of control CPU temps 90c

It's never been particularly low with this T7200 CPU, but lately it's high, reealy high.
I'm encoding a video at the moment with 100% cpu.
It was seated maybe 2 years ago. So just new heat paste? I've even RM clocked to 1.01 v.
It's a bit of summer inside so 28C, but it really isn't that hot inside.

Pull the heatsink off and reapply some good thermal paste, and clean out the fins with compressed air before you reassemble. TPFanControl at 64 over temps of ~70C is standard for my T6x units; they usually peak near 75 with high CPU and GPU loading.

I think you can separate the fan from the heatsink assembly. Doing so will permit greater access to the cooling fins, allowing you to completely remove the built-up dust.

Clean off the fan assembly and if noisy, get it replaced.
I personally do not suggest undervolting the CPU, as it decreases the speed.
Apply Arctic Silver on both the CPU and GPU
If still high, fan 64 of TPFanControl helps
That is how I get my "new" 2.26ghz CPU for T43 working (Fan 64 is needed for 1080p video streaming)

No it does not. Period. Please do some *serious* research before posting. Pretty please.
Secondly, good luck undervolting a 1st generation Merom CPU to begin with.

To add, undervolting is pretty safe and the worst that you can do is cause the computer to hang. Overvolting, on the other hand can damage a chip fast if you are not careful.
Not sure about Windows, but Linux PHC supports fairly easy and precise control of undervolting cpus from the Pentium M to the core 2 duo penryn. However, the download links are down atm.

I've undervolted Core 2 Duo processors in our family's Thinkpads, on both Windows and Linux.
For Windows, I use RMClock (then stress-test with Prime95) to find the lowest stable voltages, then copy the settings to IBM_ECW.
For Linux, there's the Linux-PHC kernel module. It's maintained outside the main kernel, so you have to download the source and compile it yourself.

On my Pentium 780, I tried undervolting and it resulted in underclocking. The system will not hang but it feels like being downgraded into a Pentium 4 - M with the same clock speed

You may want to try different software, and different values. Some of us have been undevolting Dothans for about a decade now with no ill effects.

I don't use W10 so I can't fully answer your question.
In W7 and previous I've used Notebook Hardware Control, as well as IBM ECW. The latter was designed by a fellow forum member.

RMClock works fine under Windows 10 with the Pentium M series

What setting did you use for Pentium M? I do not want to underclock the CPU especially after I purposely upgraded it into Pentium M 780
