T60 Core Duo T2500 clock speed stuck at 0.93GHZ

Hello guys, i recently bought a T60 notebook online for a great deal around 50USD. It has a T2500 and probably an ATI Mobility X1300 graphics chip, after installing Windows and chipset drivers, i download CPU-Z to check clock speeds at it was pretty laggy, and it appears the Clock Speed was at 0.93GHZ. How do I fix this, I did set the power management settings to High Performance. No difference at all. Do I need to reseat the CPU?

Thinkpad T60 type 2008-66M
Intel Core Duo T2500
945GM Chipset
2GB DDR2 Ram @ 337mhz

Do you have a battery in it? A dead or missing battery will cause the CPU to be locked at minimum speed (I believe this only applies to use of a 65W adapter, I use a 90W on mine and have no issues)

Yeah, I checked the adapter, it is 65W. Is there a way to disable the graphics adapter? It's a ATI X1300 graphics chip, so i can keep it below 65W before a new battery comes.

Nope.
65W adapter is too weak for this machine for AC only. A battery + AC will work. Not a big fan of 65W adapters after having one burned out on me because I was pushing it too much. Better to get a 90W adapter.
