SpeedStep not working?

Hi! I am the happy owner of a one-week-old T60. I have installed a few programs and patched up the system, and just noticed two things:
1) The processor speed is not reported when I view the system properties; this happens on battery and plugged in. I believe this was displayed correctly when I received the laptop.
2) The battery life on the six-cell battery has all of a sudden gone down to just about 3:45, whereas before it was closer to 5 hours. When I first received the laptop, I was getting between six and seven hours with the 6-cell and bay battery in.
What does this mean? How do I fix it? I don't know how to even troubleshoot this issue; I've never seen anything like it before.
I tried reinstalling the Thinkpad power management driver, but that didn't change anything. As a last-ditch effort I will try restoring from the hidden partition, but I don't want to lose several days worth of effort installing stuff.

P.S. I have antivirus installed, have no malware, etc. The machine is clean-- I just have some development tools and a couple of games installed.
