WAN always on after reboot

it doesn't show as being on - on the LCD lower panel, although when i go to Fn + F5. I can see it being ON there.
any reasons?
why can't it remember that i turn it off every time?

If you are using Access Connections (at least in version 4.12) go to the top menu bar and click on Configure > Global Settings..., and uncheck box for Allow wireless connection at Windows logon (requires system restart). I also have the following box checked: Enable automatic wireless LAN radio control.

OK, check here. Open Access Connections, then click on Configure > Location Switching, and make sure box is unchecked to: Enable automatic location switching.
Here is another place to check: Go to Network Connections and right-click on your wireless adapter, then choose Properties > Wireless Networks tab, and make sure the box is unchecked to: Use Windows to configure my wireless network settings.
I am not exactly sure what is causing your problem, but when I shut off the wireless radio with Fn + F5, it stays off even after a reboot. I use Access Connections 4.12
