CPU not running at full speed?

How can i see at what rate my CPU is running? In control panel -> System it says T2300 @ 1.66 Ghz and below it 980 Mhz, 504 MB RAM. What is 980 Mhz?

If it is CPU clock rate, how can i make it run at full speed (i have AC plugged in)?

I have Maximum performance selected in the thinkpad energy settings.

If you have power management properly configured, you do not need it to run at full speed. The computer will look after itself and run cooler at the same time. Sometimes the spike to full speed on my machine is less than a second, sometimes it is longer, whatever - it works by itself. ... JD Hurst

How do i know if it isn't configured well?
I'm quiet sure i don't have the power management properly configured, is there a guide to set it up?

Get Mobile Meter (or some such) and watch it while you work. It should sit at the lowest frequency allowed for your CPU (mine is 600MHz) and only jump up for a short period under load. ... JD Hurst
