Reinstall OS on T60 2007-4SJ

Now I am in Tokyo and I am interesting to buy my first Thinkpad (T60 2007-4SJ). However, the cheap one here is only come with Japanese window.

So I am thinking to reinstall the English window. Could someone help me how can I do it? Do I have to format my HDD before reinstall and is there any effect on the function of thinkpad itself.

I have the Window Pro XP English version with me. But I am not sure about the correct method to reinstall the OS and my thinkpad still working properly. If you can tell me the step to reinstall it, many thanks.
