FullScreen Magnifier or Shrinker?

My understanding is that ThinkPad FullScreen Magnifier (Fn + spacebar) should magnify the screen.

But on my T60p it crops a section of the screen into a smaller window with black surround without resolution change. This seems like almost the opposite of magnification.

I've just run Software Installer to get the latest version, but it makes no difference.

Anybody else have this effect?
Current: T60p (2007-93G). Previous: T23 (2647-9LG).

CLick on LCD and enable expansion

That vital detail is not in the Help information. I guess that's why we need Forums.
