How big an external monitor at what resolution could I hook up to the VGA out from a T60 with intel GMA graphics?
Will the cpu or ram take a hit with no dedicated GPU?

2048x1536 is the max resolution on the external display. As for the physical size, that doesn't matter. The only thing that matters is the refresh rate. On a large tube display, if you refresh too slow you'll see flickering.
Realize that the external VGA drives monitors at VGA resolutions, which is generally 4:3 or 5:4 aspect ratio. That is, "square" monitors. Widescreen monitors will not work at their native resolution when being driven from the VGA connector. For example, if you had a nice 24" widescreen monitor hooked up to your VGA, you will have to drive it at 1600x1200 (60 Hz) and the monitor would scale it to 1920x1200. That's why you should always drive widescreen monitors from DVI, not VGA.

discusses resolutions for the T60p, but the same should apply for the GMA 950.

My X60s unit runs my 24" LCD at the native 1920 x 1200. Perhaps a BIOS update changed the numbers.
