I have a T60 with a Core Duo 2ghz processor. When I set the power management scheme to "maximum performance", and check the speed of the cpu with cpu-z, it reports around 1995mhz as the speed.

Should it report 2ghz, or is it normal for it to report around 1995mhz?

Yes, it's normal to report 1995mhz. My p4 2.20Ghz is reported 2.19hz both by CPUZ and NHC.
