access connections and bluetooth not working together

Recently I noticed that if I open Access Connections (TVAC), the Tools->Bluetooth Devices menu option is disabled.
This is with TVAC 4.21, bluetooth radio on and the latest bluetooth drivers from IBM.
Also note that I have the bluetooth icon in "My computer" and bluetooth works all-right (e.g. with my mobile phone).

I tried uninstalling the bluetooth driver and reinstalling, but I got no difference. Anyway I have 2 comments on this. The drivers instructions say to remove previously installed drivers before installing again, reboot and, when windows detects bluetooth and search for drivers, press cancel.
This is what happens to me. I uninstall current drivers and reboot.
When windows comes back up it says it detects bluetooth (tray icon with balloon) and install drivers for it. It doesn't prompt me for drivers nor let me cancel it.
At this point, TVAC has the tools->bluetooth menu item ENABLED.
Then I run the setup.exe of the latest IBM Bluetooth driver (with enhanced data rate) which install the driver correctly but at the end, TVAC has the bluetooth option disabled.

In the device manager I see 2 bluetooth devices: Bluetooth bus enumerator and Thinkpad bluetooth with enhanched data rate: both use Broadcom drivers.

How can I get TVAC to properly handle bluetooth?
