Memory slower on T60 then other brands?

When I ran PCpitstop i was told that my memory was running at 4300 MB/s instead of the average 6300 MB/s. I then changed my Power options to "Always on". Now when I run Pcpitsop it tells me my RAM runs at 8300 MB/s. So i apparently fixed the problem. My questions are....
How does "Always ON" affect my computer and...
Does changing it to "Always ON" and getting 8300 MB/s really change the performance of the computer or was i just getting a fake report from pcpitstop.
Should I leave it on Always on or change it back?
