T60 model 2007 US/UK Keyboard swap

Hi all,
I bought my T60 (2007) when working in the US last year and used it happily for several months. When I returned to the UK I bought a UK keyboard from IBM UK and fitted it. I then made all the windows changes to correctly map the keyboard and all is well, I get everything in the right place.
However I have noticed one glitch, my windows login password starts with with '4~'. From a cold boot I have to enter the '~' using the WRONG key, actually the key that would have been the '~' key on the US keyboard. From then on after standby or hibernations the UK position of the '~' is correct.
It is as if the windows start up keyboard drivers are preset to the US keyboard layout and the settings I have changed are only the individual user settings
This is pretty frustrating so any clues on how to resolve it would be gratefully received.
