Fingerprint required twice

When I am logging on to my PC I receive the logon box to swipe my finger or press ctrl-alt-del. I swipe my finger then I get a box that says CSS User Identification. This box has my user name and domain displayed. I then click OK and I am again asked for a finger swipe or to press ctrl-alt-del. After I swipe my finger again it logs me in to Windows. Why and I getting this three step process? Initially I was only getting one step. I do not know what I changed. Can someone tell me how to get this back to the one step process again?

try to run through the enrollment wizard again to see if that helps
