This happened to me before but it immediately worked without the need to restart after plugging the USB device into another free port. Have you tried that?

Which OS are you using? Do you atleast get any error message?
Basic solution would be to make sure your OS and drivers are upto date. You can confirm whether it's software or hardware issue by booting from a Linux Live CD.

Yes, it's a known problem in XP.

Interesting as a generic troubleshooting guide but really doesn't address any known problems.

Search the XP support Knowledgebase for USB 2.0 and you'll get dozens of hits.

8744-J2U is Windows Vista Business, not XP, and on mine there are no USB issues.

Already have and nothing I found came close to the problem described above.
Perhaps you found something I didn't. If so please post the url.

Steve, Thanks for pointing out it's on Vista. I also have no usb issues on Vista but there are many usb problems (and patches) listed in the MS knowledgebase under the Windows Vista catagory which I guess is no real surprize for a new OS.

My usb drive has an LED light which turns off upon pressing the "Safely Remove Hardware" in XP. On the contrary it stays on in Vista after performing the same procedure. I don't consider it a problem but slightly inconvenient.

I also have noticed this with bus powered USB drives in Vista. Also happens with bus powered FireWire drives in OS X; as you said a cosmetic inconvenience, but nothing more.

i'm sorry i should have mentioned this earlier,
i was forced to switch toxp, 2 days after i got my thinkpad.
i installe da bunch of software on vista when i got my laptop, it screwed things up and i wasnt able to recover from it.
so i just did a clean install of xp
so my problems are with xp as the os,
frequently i get the blue screen of death.. when i plug in my usb mouse, and if the mouse is plugged in when i am booting, i almost always get the BSOD
i did try the hotfix for the known xp, usb issues but to no avail.
also my sysetme does not shut down or hibernate. i have to power it down the hard way EVERYTIME

Make sure you have SP2 installed and your XP is upto date.
Also, does the BSOD happen with that particular usb mouse only? If so, try another.
