How does power manager work?

I am still learning about my new thinkpad. Can anyone explain to me how the battery maintenance feature in power manager works? Setting it to optimise for battery lifespan doesn't seem to change anything - it just charges the battery regardless of current charge level. When I put in my manual thresholds, it works for a while, then out of nowhere I notice the battery has gone from 35 to 70% when I had it set to only start charging at below 30? Why isn't it listening to what I tell it to do?

When you are turning on your thinkpad, the battery is charging until the windows program fully loads up.

So you mean that, when the thinkpad is off, it will be charging regardless of what setting I have battery maintenance on?

Hmm, it probably depends on the model, but my Thinkpad follows my Power Manager settings even when the OS is not loaded.
