bouncing network on t60 2007 93 u

my cio had issues so i completely rebuilt (f11) the system, fully ms and thinkpad patched. All seems ok, except the wired network bounces so he sees his MSN IM up and down? I disabled DEEP SMART POWER DOWN in network wired card because it caused other odd issues. we changed the network connection in his office.. any ideas?
