T60p USB external drive file copying speed

I have a Western Digital USB 2.0 external hard drive. When that drive is connected to my HP notebook, I am getting speeds around 20mb/sec. But when this same external hard drive is connected to the USB port on my new T60p, file copying speed is noticeably slower, I am getting around 10mb/sec. Does anyone have any ideas?
I am running Vista Ultimate 32bit, the processor is T7600, 3GB RAM on the T60p. And while the file copying is in process, I wasn't doing anything else, all other programs closed.

i think you just have that Windows Vista bug for slow transfers.

Thank you for the suggestion. I looked at that link, but they seem to be talking about slow file copying speed over a network, not over a locally connected hard drive.
My old HP notebook is also running Vista (although it's Vista home premium, not Ultimate like it is on the T60p), and the HP is not experiencing any slow local file copying speed.

as i said, it affects USB transfers too, not just over networks. It affect everything from HD to HD or HD over network to wherever. People have said that they copied 3GB from one HD to another (ultrabay or whatever) and it took more than 8hrs. While with the patch it does it at the expected rate of prolly 10mins or whatever.
