I have recently purchased a T60,
When I set the screen brightness levels using the Fn+brightness button the screen adjusts and displays the OSD level,
however each time I turn off the laptop the brightness level resets to the maximum level,
Do I need to save the settings?

You need to run Power Manager and create your own power scheme. You will be able to tweak power usage for ac and battery many ways including screen brightness.
DoubleClick the battery icon on your taskbar to enter the Power Manager and then select "New" to create your custom scheme.
