T60 Screen Flickers Upon Logon

Hello,

I have had this problem for quite a while now, and I honestly can't seem to figure it out -

Essentially what happens is that once I turn on my computer and logon I watch all the programs load in the system tray - and RIGHT before the ATi tray shows up the screen flickers - mostly its the taskbar - it turns to a solid black bar and then comes back to its normal colors. The interesting part is that if I log off and log back on instead of restarting, it doesn't do that.

I once was able to fix this, but I do not remember anymore how after reformatting it. I can only guess it's the ATi card... however I have fiddled with pretty much every setting in the Catalyst Control Center including Refresh Rate and still no dice.

Does anyone know how to fix this?! =[ I have pretty much every setting in the Catalyst Control Center to disabled or at its very minimum level.
