Two question, battery charger and video drivers

Ever since I updated video drivers on my T60 I have a new piece of software in the programs>startup folder called 'CCC'. I know this is for ATI but I can't figure out exactly what it does. Was wondering if anyone had some insight and if it was necessary. It seems to make my bootup process significantly longer, plus if I remove it from startup I don't notice any differences. So whats it do?
Second, anyone have/use an external battery charger? How well do they work, are they any faster, can they only charge one battery at a time? Any info about them would be appreciated.

CCC = Catalyst Control Center. Go to Display Properties then get the advanced menu and you'll see all the lil giblets tehre you can control.

I understand what the control center is, but I suppose I wasn't specific enough. Why would it have a background process startup yet makes no noticeable changes whether I allow it to run at boot or not. i.e. I remove it from programs>startup.
What does the CCC.exe program do that it needs to run at boot?
Also, does the external charger come with its own AC adaptor or does it use the one that comes with the system?

the external charger as i see it from the picture just plugs into the wall and has cables that plugs directly into the batteries.
As for the CCC thing, i have no idea what the hell that is for. Normally all you do is to google the exe. "CCC.exe" and i came back with this:
