Can you boot into windows and "Create Recovery Set"?

Perhaps there is no hidden partition or it needs to be repaired:

Rescue and Recovery - Recovery repair diskette

No. I don't believe so. This package will do the following:
This package creates a bootable diskette that can be used to repair a corrupt boot sector on your primary hard drive. This package can also be used to reenable the F11 function as long as the service partition has not been removed from your hard drive.
On the other hand Product Recovery Disks will put your machine back to out of the box factory state.

This thread will give you an idea what Product Recovery Disks include.
