Why The Delay For Brokerage/Clearing?

I have a T61 in transit to me and checking the traking information shows that:

"THIS SHIPMENT IS WAREHOUSED UNTIL IT IS RELEASED BY CLEARING AGENCY / BROKERAGE RELEASED SHIPMENT. SHIPMENT IS SUBMITTED TO CLEARING AGENCY FOR FURTHER CLEARANCE"

This has delayed the shipment a couple of days already. The same thing happened with my wife's T61 a couple of months ago. I assume this has something to do with customs but my wife's T61 arrived unopened...just delayed. Anyone know what the process is?

Lenovo does not ship computers individually from China - they come in huge containers, that are unpacked and then shipped from the warehouse when they get to the US (it's a service that UPS provides). Thus the whole container has probably been warehoused, and they'r less interested in what is in each individual box, i'm guessing, than looking to make sure the container matches up to the shipping manifesto.
