I phoned IBM/Lenovo Canada about this, they said no. I cancelled my order then.

the T61p never has offered an integrated camera. the 'p' model is geared toward business users and the demand for an integrated camera is almost nonexistent.
here is your solution;
Lenovo USB WebCam. it even works with your current thinkpad.

I have one of these, the notebook pro.
there are multiple reports that the drivers from logitech sucks. In my case, it keeps alerting my antivirus that it is invasive. ha ha.

Yes, funnily enough i've realised this a couple of days ago too.
I currently have a Lenovo 3000 N100 and though i disdained its integrated webcam first (couldn't even be bothered to install its drivers for the first 6 months) i've fallen in love with it recently ever since my girlfriend's away for a while!
Do you really need the FX570 Quadro? And WUXGA? Cause if you don't the T61 does have the integrated cam. I wonder if it's possible to have a T61 with WUXGA (and with the cam, obviously), in that case the only difference between T61 and T61p would be the GPU.
I'm considering getting one of these for 10€ for the day i sell my 3000 N100 :

unfortunatly it's a local promo lasts for a day only, but i'm sure you could dig for a similar cam in the US!
