Keyboard and touchpad wont work on reboot

So when I reboot my T60 the touch pad and keyboard stop working. But they work just fine when I do a normal startup. Any ideas on whats going on? I cant seem to figure it out.

I also have a PCI device that keeps on popping up as New Hardware. But when I go to the device manager there is nothing that shows an error. I have also turned off the security chip in the BIOS.

I have one flakey USB device that will sometimes cause this - when it's plugged in during boot, the keyboard won't work. Unplugging it during boot is an easy workaround. Try unplugging all of your USB devices before rebooting to see if it points to your problem.
