buzzing sound when i scroll a page

hi

there is a very fast clicking/ buzzing sound when i try to scroll a page. it can be either a webpage or inside of my computer. i know this is not the mouse's problem because there is a noise as well when i use the keyboard to scroll the page.

does anyone know what is going on?

BTW i have a t60 vista

moving windows or just the mouse in xorg


strange noise like a rapid series of very short high pitch noises adding to a constant kind of whistling (only as long as the movement goes)

that's the closest one but doesn't really describe what exactly i have. All the solutions are in linux, so i couldn't try any of them.

Also the noise comes from the left side of the laptop.

The source of that "electricity like noise" is Intel chipset which is also present on machines from other manufacturers:

i tried all the suggested solutions but none of them worked. any more suggestions?

Change your Power plan, it will minimize it to some extent.
