T61 - XP shutdown doesn't

I have a T61 CTO system that I have downgraded to XP via the $45 downgrade package.

When I attempt to shutdown the system, it looks like it accepts the command but remains running. I can do this several times and it will not shut down. (I tried both shutdown and restart)

If I issue the command
shutdown -r -t 1 from a command prompt, I get the same result.

If I issue the command
shutdown -t 1 from a command prompt, it will log me out but not shut down.

Finally, once logged out, the shutdown option does work.

Any idea on correcting this?

Problems with shutdown can be blamed to some unclosed background services in Windows or improperly installed hardware, I suggest you investigate on both matters.
