Voltage settings

I wanted to underclock my CPU to reduce heat and power consumption and I noticed something wierd.
On both NHC and Right Mark CPU clock utility, the lowest core voltage setting is 0.937V. That's the voltage when the CPU is at the lowest multiplier (6x).
But when "maximum CPU speed" is set to lowest in Lenovo's Power Manager, CPU clock utility shows that the core is running at 8x (which is not the slowest speed) at 0.850V!!! That's lower than the lowest setting we can choose.
how come? Anyone knows how to get that low manually?
