bios failure!!! please help

Hey guys,

My bios was updating through system update and in the middle it failed and it made some beeping noises and then it shut off. Now when I turn on the computer it doesnt do anything, the battery and power button are on but the screen is blank. When I turn it off it makes a noise like somethings coming to a stop. Either way I get a black screen I cant see anything. My warranty is expired so should i spend the 99 dollars for phone support?

They said they would charge 99 dollars to give phone support? Was that the US or somewhere else.
